when trying to repair iCloud on my PC, it says I dont have auth. for certain files, I click ignor but then the repair finishes but problems still there?

1. iCloud tries to open randomly in the background, when it show log in window, I enter password or username(forget which?) then asks for the code sent to my iPhone, but no where to enter the code and the curser wheel keeps spinning(as if it were still working on something?)

2. I go to control panel/programs/uninstall&repair/ and click repair, but window comes up "insufficient permissions to modify file" so I click ignore, repair completes but problem is not fixed, should I uninstall and reinstall? will I lose files/data?

windows PC-OTHER, Windows 10, DELL PC
